This legislation establishes a competitive bidding process for the relocation of Executive agency headquarters, generally prohibiting new agency headquarters from being established within the Washington metropolitan area . Agencies currently located in this area may remain, but are subject to significant restrictions on their facilities. These restrictions include prohibitions on new construction or major renovations , renewing current leases, or entering into new lease agreements, effectively compelling their eventual relocation. The General Services Administrator must establish this competitive bidding process within one year, allowing states and political subdivisions to submit proposals for hosting agency headquarters. The selection process requires public notice and comment, with the GSA Administrator, in consultation with the agency head, choosing a location based on factors such as the economic and workforce development impact , the bidder's expertise relevant to the agency's mission, and national security implications. Proceeds from the sale of federal property may be used to offset relocation expenses, but no additional funds are authorized for the implementation of this Act.
