This legislation aims to prevent federal funds from being awarded, directly or indirectly, to any institution of higher education that hosts or is affiliated with a school-based service site providing abortion drugs or abortions to its students or employees. An "abortion drug" is defined as any substance intended to kill an unborn child or terminate a pregnancy, excluding actions like producing a live birth, removing a dead unborn child, or treating an ectopic pregnancy. To remain eligible for federal funding, institutions must submit an annual report to the Secretaries of Education and Health and Human Services, certifying that their school-based service sites do not offer these services. The bill also specifies that institutions complying with this federal requirement cannot be penalized under state law. A "school-based service site" is defined as a campus clinic offering various healthcare services to students, explicitly excluding hospitals.
