This bill aims to restrict federal funding for certain institutions of higher education. It specifically prohibits the award of any federal funds, directly or indirectly, to institutions that host or are affiliated with school-based service sites providing abortion drugs or abortions . This prohibition applies whether the services are offered to students of the institution or to its employees, or employees of the site itself. To ensure compliance and remain eligible for federal funding, affected institutions must submit an annual report . This report, sent to the Secretaries of Education and Health and Human Services, must certify that no affiliated school-based service site provides abortion drugs or abortions. The bill defines "abortion drug" as any substance used to intentionally kill an unborn child or terminate a pregnancy, with specific exceptions, and clarifies "school-based service site" as a campus clinic providing health services, excluding hospitals.
