This legislation requires the Director of the Office of Management and Budget (OMB) to issue guidance within 180 days of enactment. This guidance will clarify how federal agencies must recognize special districts as units of local government when determining eligibility for Federal financial assistance . The aim is to ensure these districts are properly considered for various forms of federal funding. Following the issuance of OMB's guidance, each federal agency will have one year to implement its requirements and conform all relevant policies, practices, and procedures related to their financial assistance programs. This ensures a consistent approach across the federal government regarding special districts. Furthermore, the OMB Director must submit a report to Congress within two years, evaluating how agencies have implemented and conformed to the new guidance. A special district is defined as a political subdivision of a State with specified boundaries and significant budgetary autonomy, created for performing limited and specific governmental or proprietary functions. Federal financial assistance encompasses a wide range of aid, including grants, loans, and cooperative agreements, but excludes reimbursements for services rendered.
