This legislation, titled the "Special District Fairness and Accessibility Act," requires the Director of the Office of Management and Budget (OMB) to issue guidance within 180 days of enactment. This guidance will clarify how federal agencies must recognize a special district as a unit of local government, specifically for determining eligibility to receive Federal financial assistance. Following the issuance of this guidance, each federal agency head must implement its requirements and conform all relevant policies, principles, practices, procedures, or guidelines related to their Federal financial assistance programs within one year. The bill defines a special district as a political subdivision of a State with specified boundaries and significant budgetary autonomy, created for performing limited and specific governmental or proprietary functions. Furthermore, the Director of OMB is required to submit a report to Congress within two years, evaluating agency implementation and conformity to the issued guidance.
