This bill establishes two new federal funds to support state and local efforts related to border security and criminal alien enforcement. The State Border Security Reinforcement Fund , managed by the Department of Homeland Security, receives an appropriation of $11 billion. Concurrently, the State Criminal Alien Prosecution and Detention Fund , overseen by the Department of Justice, is appropriated $3.5 billion. These funds will provide grants to eligible states, state agencies, and local governments for a range of specified activities. The Border Security Reinforcement Fund supports the construction of border walls, fencing, and other barriers, along with surveillance and the relocation of unlawfully present aliens. The Criminal Alien Prosecution and Detention Fund assists with locating, apprehending, prosecuting, and detaining unlawfully present or criminal aliens, as well as combating gang activity and drug and human trafficking crimes. Both funds are available until September 30, 2034, but will terminate on January 20, 2029, with grants covering eligible expenses incurred since January 20, 2021.
