This bill establishes two distinct federal funds to provide financial assistance to states, state agencies, and local governments for border security and immigration enforcement. The first, the State Border Security Reinforcement Fund , is housed within the Department of Homeland Security and receives an appropriation of $11 billion. Grants from this fund are designated for purposes such as the construction of border walls and barriers along the southern border, ground preparation, surveillance to interdict unlawful entry, and the relocation of unlawfully present aliens from smaller communities. The second fund, the State Criminal Alien Prosecution and Detention Fund , is established within the Department of Justice with an appropriation of $3.5 billion. This fund supports activities including locating and apprehending unlawfully present aliens or those who have committed crimes, intelligence gathering against gang activity, investigating and prosecuting crimes committed by aliens, and covering costs associated with their temporary detention and transportation.
