This bill amends the Child Nutrition Act of 1966 to clarify and enhance training provisions for local food service personnel, establishing new requirements for their professional development. It mandates that training programs be scheduled during regular, paid working hours , offered in-person if appropriate, incorporate experiential learning, and be provided at no cost to the personnel. If training must occur outside of regular hours, the bill requires that personnel be informed of the necessity, consulted for scheduling, and compensated at their regular rate of pay , including overtime. Crucially, food service personnel cannot be penalized or discriminated against for being unable to attend training outside of their regular hours. These provisions do not supersede or modify any existing Federal, State, or local laws governing employer-employee relationships.
