Safe and Smart Federal Purchasing Act

This legislation mandates the Director of the Office of Management and Budget to conduct a comprehensive review of federal procurement practices. The primary objective is to determine if the use of the lowest price technically acceptable (LPTA) source selection process , as outlined in section 15.101-2 of the Federal Acquisition Regulation, has created any national security risks. The review will specifically examine the procurement management practices of both Defense and Civilian agencies. Following the completion of this assessment, the Director is mandated to submit a detailed report on the findings to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate. This report must be delivered within 180 days of the bill's enactment, aiming to inform Congress about potential vulnerabilities in federal purchasing methods.
