This legislation requires the Director of the Office of Management and Budget to conduct a comprehensive review of federal procurement practices. The primary goal is to assess whether the use of the lowest price technically acceptable (LPTA) source selection process , as outlined in section 15.101-2 of the Federal Acquisition Regulation, poses any risks to national security. The review will specifically examine the procurement management practices of both Defense and Civilian agencies. Following the completion of this assessment, the Director is mandated to submit a detailed report of the findings to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs within 180 days of the Act's enactment.
