The "Resources for Victims of Gun Violence Act of 2025" establishes a Federal Advisory Council to Support Victims of Gun Violence. This Council will comprise various federal agency heads, along with appointed victims of gun violence and victim assistance professionals, with the Department of Health and Human Services serving as the lead agency. Its primary purpose is to enhance support for individuals affected by gun violence , which is broadly defined to include suicide, homicide, domestic violence, mass shootings, and threats. The Advisory Council is mandated to conduct comprehensive assessments , including surveying victims and professionals about their needs and reviewing existing programs for effectiveness and best practices. It will also evaluate the administration of compensation funds established after mass shootings to identify efficient funding distribution methods. A key duty involves identifying, promoting, and disseminating vital information , resources, and best practices to help victims address their medical, financial, educational, mental health, and legal needs. This information, including contact details for relevant agencies and helplines, must be made widely available online and through hard copies distributed to Congress, Social Security Administration field offices, and state health, education, and attorney general offices. The Council is also required to prepare an initial report within 180 days, detailing identified best practices, resource gaps, and necessary legislative changes, followed by a follow-up report two years later. Furthermore, the Council must establish a public input process , engaging victims, professionals, and communities disproportionately affected by gun violence, to inform its work and ensure its recommendations are responsive to real-world needs. The Council operates for five years and does not authorize additional appropriations.
