Summary
This legislation aims to enhance the integrity of imported organic feedstuffs by requiring the Secretary of Agriculture to submit annual reports to Congress. These reports will detail residue testing conducted on covered organic feedstuffs , specifically those shipped in bulk and possessing a National Organic Program import certificate. The reports must include information on testing frequency, methods, results, analysis standards, and any corrective actions taken. The bill further directs the Secretary to develop and regularly update risk-based protocols to determine which imported organic feedstuffs will be subject to annual residue testing. These protocols will also define testing parameters such as frequency and type of testing. Crucially, if any required residue testing indicates detectable prohibited substances above permitted levels, the affected shipment of feedstuff will be excluded from organic sale and cannot be labeled or represented as organically produced.
