The "Clear Communication for Veterans Claims Act of 2025" mandates the Secretary of Veterans Affairs to engage a federally funded research and development center (FFRDC) within 30 days of enactment. This FFRDC will conduct an independent assessment of all notice letters sent by the VA to claimants for benefits. The assessment must determine if notices can be altered to reduce paper consumption and costs for the federal government. Crucially, it will also provide recommendations on how to make these notices clearer, better organized, and more concise for claimants, consulting with various veterans' advocacy groups and experts. Within 90 days of receiving the assessment, the Secretary must submit it to Congress and begin implementing all recommendations that comply with existing laws. Full implementation of these improvements is required within one year of commencement.
