This legislation mandates that the Secretary of Veterans Affairs engage a federally funded research and development center (FFRDC) to conduct an independent assessment of all notices sent to veterans' benefit claimants. The primary goal of this assessment is to identify methods for making these notices more clear, organized, and concise for recipients, thereby improving communication from the VA. The FFRDC's assessment must also determine if notices can be altered to reduce paper consumption and costs for the federal government, consulting with various veteran advocacy groups and experts. Following the assessment, the Secretary is required to submit the findings to Congress and implement all compliant recommendations within one year. Additionally, the bill includes a minor technical amendment, extending a specific deadline related to limits on pension payments from November 30, 2031, to December 31, 2031.
