Honor Farmer Contracts Act of 2025
United States119th CongressS-1172Senate
Updated: Mar 27, 2025
Summary
This bill aims to ensure the stability of agricultural programs and services by addressing funding and office closures within the Department of Agriculture. It requires the Secretary of Agriculture to immediately unfreeze funding and implement all agreements and contracts entered into before the bill's enactment, and to rapidly pay all past due amounts owed under these contracts. Furthermore, the bill prohibits the Secretary from canceling any signed agreement or contract with a farmer or an entity assisting farmers, unless the farmer or entity has failed to comply with the terms and conditions. A significant provision also prevents the closure of any Farm Service Agency county office , Natural Resources Conservation Service field office , or Rural Development Service Center . Such closures would only be permitted if the Secretary provides Congress with written notice and justification at least 60 days in advance.
