Honor Farmer Contracts Act

This legislation directs the Secretary of Agriculture to immediately unfreeze funding for and implement all written agreements and contracts entered into prior to its enactment. It further mandates the rapid payment of all past due amounts owed under these existing contracts. The bill also explicitly prohibits the cancellation of any signed agreement or contract with a farmer or an entity providing assistance to farmers, unless the farmer or entity has failed to comply with the terms and conditions of that contract. A crucial provision of the bill addresses the stability of agricultural services by preventing the closure of any Farm Service Agency county office , Natural Resources Conservation Service field office , or Rural Development Local Service Center . Such closures are only permissible if the Secretary provides Congress with written notice and justification at least 60 days before the intended closure date, ensuring transparency and oversight.
