The Unity through Service Act of 2025 establishes an Interagency Council on Service , tasked with advising the President and coordinating federal efforts to promote and expand opportunities for military service, national service, and public service throughout the United States. This Council will review and assess holistic recruitment strategies, aiming to foster an increased sense of service and civic responsibility among all Americans. Its composition includes representatives from numerous federal departments and agencies, such as the Secretaries of State, Defense, and Education, along with the Directors of the Peace Corps and the Corporation for National and Community Service, ensuring a comprehensive interagency approach. The Council's key responsibilities include assisting the President in establishing service strategies, developing common recruitment and outreach opportunities, and serving as a forum for federal officials to coordinate and share best practices. It will lead strategic interagency efforts for joint awareness, recruitment, retention, and marketing initiatives across all service types. Additionally, the Council is required to submit a quadrennial "Service Strategy" report to the President and Congress, outlining program reviews, recruitment recommendations, and a joint service messaging strategy. Beyond the Council, the bill authorizes the Secretary of Defense, the Chief Executive Officer of the Corporation for National and Community Service, and the Director of the Peace Corps to conduct joint market research, studies, recruiting, and advertising programs. It also amends existing laws to improve transition opportunities, ensuring that separating military servicemembers receive information on national and public service, and that national service participants are informed about military and public service options. Finally, the legislation mandates a joint report to Congress every four years on cross-service marketing and recruitment, and requires a study on the effectiveness of past advertising campaigns and the role of vaccine requirements on service retention and recruitment.
