This legislation aims to significantly bolster military, national, and public service opportunities for all Americans by establishing an Interagency Council on Service . The Council will advise the President, review and coordinate federal recruitment strategies, and foster civic responsibility. It will also consult with non-federal entities, such as state and local governments and educational institutions, to promote service. A key function is the preparation of a quadrennial "Service Strategy" report to the President and Congress, outlining program reviews, trends, and recommended recruitment approaches. Beyond the Council, the bill authorizes the Department of Defense, the Corporation for National and Community Service, and the Peace Corps to conduct joint market research and advertising programs . It also enhances transition support by requiring information on public service and national/community service opportunities for separating military members and ensuring national service participants receive information about military and public service careers. Furthermore, the legislation mandates a quadrennial joint report to Congress on cross-service marketing and recruitment, including recommendations for increasing joint initiatives and data on individuals serving in multiple capacities. The Interagency Council on Service Chair must also conduct a study and report on the effectiveness of past advertising campaigns and the impact of vaccine requirements on retention and recruitment across all service types. No additional funds are authorized for this Act, and the Comptroller General is required to report on its effectiveness within 30 months.
