Major Richard Star Act

This legislation aims to ensure that military disability retirees with combat-related disabilities can receive both their full military retired pay and their veterans' disability compensation without any reduction. Currently, for many disability retirees, one payment is offset by the other, preventing them from receiving the full benefits they earned. The bill specifically amends sections 1413a and 1414 of Title 10, United States Code, to explicitly state that retired pay for these individuals will not be subject to reduction due to veterans' disability compensation. This change applies to members entitled to retired pay under chapter 61 who also receive veterans' disability compensation for a combat-related disability. Furthermore, it includes technical and conforming amendments to remove outdated provisions related to a phase-in period for concurrent receipt, signifying a full implementation of this benefit. The amendments will become effective on the first day of the first month after the bill's enactment, applying to all subsequent payments.
