This bill requires the Secretary of the Interior to ensure meaningful involvement from the public and State, Tribal, and local government officials before offering parcels of land for oil or gas leasing. This involvement must include public disclosure of leasing proposals and an analysis of their expected effects on resources and other land uses. It also mandates an opportunity for public comment and consideration of all input, including government-to-government consultation with federally recognized Indian Tribes.
