This bill aims to establish a comprehensive framework for ensuring the well-being and success of veterans after their military service, recognizing its importance for national interest, economic strength, and military readiness. It requires the President to define "veteran success" by establishing metrics for veteran well-being across physical, mental, spiritual health, economic security, education, and social and civic engagement. The President must collaborate with a wide range of key stakeholders , including federal agencies, state and local governments, tribal organizations, veterans service organizations, non-profits, and private sector entities, to develop these metrics. Subsequently, the President is mandated to formulate and submit to Congress a National Veterans Strategy at least every four years, designed to align resources and efforts across all sectors to help veterans achieve the defined success metrics. The strategy's formulation requires extensive consultation with stakeholders and the general public, and it must consider the diverse needs of veterans across various demographics. It will provide methods for evaluating overall veteran well-being and direct how benefits and services should be applied to maximize effectiveness and efficiency across federal, state, local, non-profit, and private sector resources. To ensure accountability, the strategy must include standard metrics for evaluating outcomes, which Federal agencies and grant recipients must apply consistently. Federal agencies are directed to implement the strategy, aligning their resources and incorporating the defined metrics into their strategic plans. Congress retains oversight with a 60-day period to disapprove the strategy, and the President must submit annual reports detailing implementation progress and recommendations. Finally, the President must conduct quadrennial reviews to assess the strategy's effectiveness, identify challenges, and recommend legislative or administrative actions, incorporating public input. The bill clarifies that it does not authorize the elimination of any program or benefit required by existing federal law.
