SOAR Act

This bill, known as the Special Operating Authority for Rehearsal Act (SOAR Act), amends title 10 of the United States Code to grant the Secretary of the Navy specific financial flexibility. It allows the Secretary to make contracts and incur obligations in advance of appropriations for flight demonstrations or training events of the United States Navy Flight Demonstration Squadron, the Blue Angels, near Pensacola, Florida. This authority provides an exception to several provisions of title 31, United States Code, which typically govern government spending and obligations, including those related to the Anti-Deficiency Act . By exempting these activities from such restrictions, the bill aims to streamline the financial processes for these important events. The amendment specifically inserts a new subsection into Section 8062 of title 10 to codify this special operating authority.
