Project selection will consider recommendations from the U.S. Customs and Border Protection's 2024 report and State capital investment plans. A 30 percent non-Federal matching contribution is generally required from recipients, though this can be reduced or entirely waived for projects in rural areas or for homeland security reasons. The bill also allows for reimbursement of eligible project costs incurred by entities on or after November 15, 2021, and authorizes the appropriation of necessary funds to carry out the program.
