This bill authorizes the Secretary of Housing and Urban Development (HUD) to establish a grant program for States, territories, and Indian tribes, aimed at supporting local resiliency offices. These offices will help communities prepare for, respond to, and recover from extreme weather and other significant challenges by developing and regularly updating a comprehensive resiliency framework every five years. This framework will identify risks across environmental, economic, infrastructure, health, and housing sectors, and the offices will implement programming to address these identified vulnerabilities. Eligible grantees must demonstrate the ability to establish and maintain such an office, which will provide technical assistance to local governments, assist state agencies with resilience policies, and integrate resilience criteria into existing grant funding. The offices are also tasked with improving coordination among various agencies and jurisdictions to support community and economic recovery efforts. Grant funds can be used for establishing and maintaining these offices, implementing programming, developing planning tools, and enhancing coordination among stakeholders, including covering the non-Federal share of related Federal programs. HUD will prioritize applications demonstrating the greatest need, focusing on disadvantaged communities , promoting equity in resilience, and ensuring subgrants adhere to prevailing wage provisions. The bill authorizes an appropriation of $100,000,000 annually for fiscal years 2025 through 2030 for these grants, with a 10% set-aside specifically for Indian tribes. Grantees are required to submit annual reports to HUD detailing their activities, costs, and the effectiveness of their programs, while HUD will provide technical assistance to support their efforts.
