Carbon Limiting Emissions At Refineries Act or the CLEAR Act This bill requires the Department of Energy to submit a plan to Congress outlining opportunities for research, development, and commercialization projects that are capable of making significant reductions in global greenhouse gas emissions and/or carbon intensity of qualified fuel production facilities.
Referred to the Committee on Science, Space, and Technology, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
