Developing Master Plans for Military Service Academies Act of 2025

This legislation mandates that each Secretary of a military department develop a master plan for every Service Academy under their jurisdiction, comprehensively addressing their infrastructure requirements . These plans must identify infrastructure in poor or failing condition, outlining a strategy for its replacement, recapitalization, or renovation within five years, and also list infrastructure on or eligible for the National Register of Historic Places . A critical component of these plans involves assessing various risks, including those from disruptions in energy availability , extreme weather events, cybersecurity threats, and clean water availability. These assessments are vital for ensuring resilient and secure academy operations and future planning. Secretaries must propose methods to address these identified infrastructure and risk requirements within five years. All master plans are due by September 30, 2027 , with briefings and final submissions provided to the Congressional Armed Services Committees.
