The Cyber Talent Development and Recruitment Act seeks to significantly enhance the Department of Defense's cyber workforce by amending title 10, United States Code. It expands the scope of positions eligible for the Cyber Excepted Service (CES) to include roles within combatant commands, defense agencies, and field activities supporting U.S. Cyber Command. Crucially, the bill also allows for the inclusion of up to 500 additional hard-to-fill, highly skilled positions deemed critical to cyberspace planning and operations that advance U.S. national interests. To attract and retain top talent, the legislation authorizes the Secretary to set basic pay rates for CES employees up to 150 percent of the maximum rate for Executive Schedule Level I . Furthermore, it revises reporting requirements, mandating a report within three years of enactment that details the total number, duties, and costs of CES positions, along with an assessment of how the new pay authorities have impacted recruitment and retention within the Cyber Excepted Service.
