Farm Transitions Act of 2025

The Farm Transitions Act of 2025 reauthorizes and significantly amends the Commission on Farm Transitions-Needs for 2050, originally established under the Agriculture Improvement Act of 2018. This legislation mandates the Secretary to establish the Commission within 60 days and expands its role to not only study but also make recommendations on critical issues affecting farm transitions. The bill broadens the scope of the Commission's study to include the affordability and timeliness of land access, specific programs like apprenticeships and mentoring , and how State and Federal policies facilitate or impede farm transitions. New areas of focus will encompass heirs' property and land succession , unique barriers faced by historically underserved and women farmers in asset transfer, and leasing and ownership trends , including those involving foreign entities. Finally, the legislation extends the Commission's reporting deadline to two years after enactment and reauthorizes its operations until 2029 , ensuring continued focus on these vital agricultural issues.
