The "Protecting Americans' Right To Silence Act of 2025," or PARTS Act, proposes to amend the definitions of "firearm silencer" and "firearm muffler" within section 921(a)(25) of title 18, United States Code. Under the revised language, these terms would encompass any device specifically designed, made, and intended to silence, muffle, or diminish the auditory report of a portable firearm . This includes devices meant to be attached directly or indirectly to a portable firearm, provided the attachment mechanism itself is not a silencer or muffler. Furthermore, the definition would extend to the outer tube or single primary housing part of any device that contains internal sound-reduction components intended for the same purpose. This amendment aims to provide a more precise and comprehensive legal definition for these firearm accessories.
