This bill, titled the "Increasing Access to Lung Cancer Screening Act," significantly expands coverage for preventative health services under Medicaid. It requires State Medicaid plans to cover annual lung cancer screening for individuals recommended by U.S. Preventive Services Task Force guidelines, ensuring these screenings are provided with no cost-sharing and without prior authorization. Furthermore, the legislation broadens Medicaid coverage for counseling and pharmacotherapy for tobacco cessation to all Medicaid beneficiaries, removing the previous limitation to pregnant women and eliminating prior authorization requirements for these services. These changes are also mandated for Medicaid Managed Care Organizations. Beyond Medicaid, the bill addresses lung cancer screening access in other healthcare sectors. It prohibits the application of prior authorization for annual lung cancer screening under both Medicare and private health insurance plans for individuals for whom such screening is recommended by relevant guidelines. The legislation also authorizes the Secretary of Health and Human Services to conduct an education and outreach campaign to inform individuals and healthcare providers about the importance of lung cancer screenings, specifically targeting high-risk populations. Finally, it mandates a Comptroller General study and report to Congress on the demographics of lung cancer diagnoses and screenings, identifying population segments not covered by current guidelines and recommending federal actions to improve screening among these groups.
Referred to the Committee on Energy and Commerce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
