The Forest Information Reform Act seeks to amend existing federal laws governing land management by the Forest Service and the Bureau of Land Management. Specifically, it modifies the requirements for the Secretary of Agriculture and the Secretary of the Interior regarding consultations under the Endangered Species Act for their respective land management and land use plans. The primary goal is to reduce the instances where these agencies are compelled to reinitiate formal consultation processes. Under this proposed legislation, the Secretaries would not be required to reinitiate consultation under Section 7(a)(2) of the Endangered Species Act when a new species is listed or critical habitat is designated . Furthermore, reinitiating consultation would also be unnecessary if new information reveals effects of the land management plan on a listed species or critical habitat that were not previously considered. This change applies to plans that have already been approved, amended, or revised, thereby limiting triggers for additional environmental review related to endangered species.
Referred to the Committee on Natural Resources, and in addition to the Committee on Agriculture, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
