It mandates that the EPA Administrator coordinate with the Secretary of Agriculture when developing risk mitigation measures for registered pesticides, requiring an economic analysis of their costs and benefits to affected entities. Furthermore, for pesticide registration, review, and decisions impacting pesticide use under the Federal Food, Drug, and Cosmetic Act, the EPA must coordinate with USDA to obtain agronomic use data and information on the availability and economic viability of alternatives. The EPA is then required to publish how it utilized this USDA data or provide reasons if it was not used in its final decisions. The bill also establishes a requirement for the EPA Administrator to coordinate with the Secretaries of Agriculture, Interior, and Commerce when implementing reasonable and prudent actions and measures under the Endangered Species Act related to pesticide use. This coordination ensures a comprehensive review of such actions, considering both risks and benefits consistent with FIFRA practices. Finally, the bill allows for the waiver or modification of these coordination requirements through a published agreement between the EPA, USDA, and the pesticide registrant.
