The "Prevent Government Shutdowns Act of 2025" aims to avert government shutdowns by implementing an automatic continuing appropriations mechanism. This system ensures that if regular appropriations for a fiscal year are not enacted, funding for programs, projects, and activities that received funding in the preceding year will automatically continue. These automatic appropriations are provided in 14-day increments at the rate of operations from the prior applicable appropriation Act, continuing until a new appropriation law is passed. To incentivize Congress to pass appropriations bills promptly, the legislation imposes significant restrictions during periods of automatic continuing appropriations. Covered officers and employees , including Members of Congress and their staff, are prohibited from official travel, with limited exceptions for returning to Washington D.C., travel within the National Capital Region, or national security events. Additionally, campaign funds cannot be used for official travel during these periods. Furthermore, legislative procedures in both the Senate and House of Representatives are constrained. During a lapse, it becomes out of order to consider most legislative matters, except for appropriations bills for the current fiscal year, debt limit measures, emergency declarations, or certain high-level nominations after 30 days. Congress is also restricted from recessing or adjourning for more than 23 hours, and daily quorum calls are mandated. Any waiver of these procedural restrictions requires a two-thirds supermajority vote and cannot exceed a 7-day period, underscoring the bill's intent to pressure lawmakers into resolving budget impasses. The bill also specifies how these automatic appropriations are to be treated for budgetary enforcement and baseline calculations.
