The "Teachers Are Leaders Act of 2025" amends the Higher Education Act of 1965 to create a new Teacher Leader Development Program . Professional development spans one year, involving rigorous coursework, fieldwork, and regular support from school leaders and partner institutions, potentially leading to a credential in teacher leadership . An additional one to two years of ongoing support is also provided. Eligible partnerships must develop a plan detailing how teacher leaders' work hours will be allocated between teaching and leadership duties, and how the program will be sustained. Teachers selected must be fully certified, have at least three years of experience, and demonstrate strong content knowledge and effective teaching attributes. Grant funds can cover training costs for 2-3 years and may partially fund stipends, requiring matching non-Federal contributions. The bill authorizes appropriations for fiscal year 2025 and the subsequent five fiscal years to support this initiative.
