Teachers Are Leaders Act of 2019 This bill reauthorizes through FY2025 and revises the Teacher Quality Partnership Grant Program, including by replacing a school leadership grant program with a teacher leader development program. The new program awards grants for the professional development of teachers who remain in the classroom while also carrying out formalized leadership responsibilities.
