The "Expanding the VOTE Act" aims to enhance language accessibility in the electoral process by amending Section 203 of the Voting Rights Act of 1965 . This legislation broadens the definition of "voting materials" to explicitly include digital and printed information, ensuring comprehensive coverage for all electoral communications. It also clarifies that states providing voting materials to covered political subdivisions are subject to these language assistance requirements, and mandates the Attorney General to notify jurisdictions nearing the threshold for mandatory coverage. A significant portion of the bill addresses provisions related to American Indian and Alaska Native languages . It updates the census data reference for determining language minority groups and introduces flexibility for unwritten languages. For these groups, if a Tribal government indicates the language is unwritten or prefers no written translation, only oral instructions and assistance are required for voters, though written translations must still be provided to election workers to ensure accuracy and uniformity across all materials. Furthermore, the Act establishes an incentive grant program , administered by the Election Assistance Commission, to encourage states and political subdivisions to voluntarily provide voting materials in languages not currently mandated by Section 203. These grants cover reasonable costs for an election cycle, with a commitment for continued provision in subsequent cycles. Finally, the bill mandates a study by the Comptroller General to assess the impact of reducing existing language assistance thresholds and expanding the definition of "language minorities" to include groups such as native speakers of Arabic, French, and Haitian Creole, with a report due to Congress within one year.
Referred to the Committee on the Judiciary, and in addition to the Committee on House Administration, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
