This bill amends the State Justice Institute Act of 1984 to empower the State Justice Institute (SJI) to support the establishment of a State judicial threat intelligence and resource center . This center would be operated by an eligible national nonprofit organization with extensive expertise in judicial security, courthouse design, and State judicial operations. The primary purpose of the center is to enhance the safety and security of State and local judges and court staff. It would achieve this by providing technical assistance and training on judicial security, including officer safety education and physical security assessments for courts and homes. Additionally, the center is tasked with proactively monitoring threats , coordinating with Federal, State, and local law enforcement to mitigate dangers, and developing standardized incident reporting practices. A crucial function involves creating a national database for reporting, tracking, and sharing information about threats and incidents targeting judicial officers and court staff. This database would facilitate better coordination with law enforcement and fusion centers. Finally, the bill requires the State Justice Institute to submit annual reports to Congress detailing the number, types, and seriousness of threats to the State and local judiciary once the center is operational.
