This Act aims to sustain populations of migratory waterfowl by establishing two competitive grant programs. Congress finds that declining nest success, particularly in the prairie pothole region, is a key driver in duck population declines, and additional tools like nesting structures can complement existing habitat conservation efforts. The bill seeks to improve nesting and breeding success rates through targeted interventions. One grant program, the Hen House Grant Program , will fund eligible entities to strategically place, build, and maintain "hen houses" in the prairie pothole region to improve nesting success. The second, the Breeding Habitat Grant Program , focuses on enhancing breeding success in California by establishing nesting cover, creating brood ponds, and providing incentives to landowners. For fiscal years 2026 through 2030, each program is allocated $3,500,000 annually from the Department of the Interior's Departmental Operations account.
