The "Build More Housing Near Transit Act of 2025" aims to incentivize the development and preservation of housing, especially affordable housing , near public transit. It amends federal law to allow the Secretary of Transportation to award additional points in transit capital investment grant applications to projects in areas that adopt specific "pro-housing policies." These "pro-housing policies" are defined as state or local actions that remove regulatory barriers to housing construction or preservation. Examples include reducing or eliminating parking minimums, establishing by-right approval processes for multi-family housing, reducing minimum lot sizes, or committing public land for affordable housing development. The bill allows the Secretary to increase a project's rating by one point for project justification if the applicant provides documented evidence of these policies within walking distance of the transit route. This adjustment requires consultation with the Secretary of Housing and Urban Development to evaluate the expected increase in housing units, including affordable housing, to meet demand, and mandates reporting on the outcomes of these policies.
