This legislation authorizes the Federal Aviation Administration (FAA) Administrator to establish a pilot program at up to four large hub public-use airports for the repair and replacement of residential sound insulation. This program allows a one-time waiver of certain funding requirements for projects where sound insulation, previously installed with federal assistance, is now ineffective or damaged. To qualify, a residence must be within specific noise contours, have received its initial sound insulation prior to 2002, and show that the original treatment caused damage or deteriorated, with current interior noise levels still exceeding DNL 45 dB. Property owners must first exhaust other remedies like warranties or insurance. The bill also permits airports to conduct surveys to identify eligible properties for these sound insulation improvements.
