This legislation mandates that the Secretary of Agriculture initiate an independent review of the existing Cattle Fever Tick Eradication Program . Within one year of enactment, the Secretary must offer to contract with a qualified land-grant or non-land-grant college of agriculture to conduct this comprehensive evaluation. The review is designed to assess several critical aspects of the program, including its effectiveness in preventing tick-borne illnesses and the benefits and burdens it imposes on cattle producers. It will also scrutinize the program's treatment protocols and analyze the allocation of Federal and State funds, including those for associated research projects. Following the completion of this review, the Secretary is required to submit a detailed report to congressional committees, outlining the findings and providing specific recommendations for program enhancements, particularly focusing on reducing compliance burdens for producers.
