This legislation mandates that the Secretary of Agriculture provide a comprehensive report to Congress within 180 days of its enactment. The report's primary objective is to identify all existing authorities and programs within the Department of Agriculture that can offer assistance to agricultural producers in Texas. These Texas producers have experienced significant economic losses directly resulting from Mexico's failure to deliver water to the United States. This failure is in violation of the 1944 Treaty Relating to the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande, along with its supplementary protocol.
