This bill seeks to reduce the health risks associated with extreme heat by enhancing federal preparedness, planning, and response capabilities. It achieves this by establishing two key entities within the National Oceanic and Atmospheric Administration (NOAA): the National Integrated Heat Health Information System (NIHHIS) and the National Integrated Heat Health Information System Interagency Committee . The Interagency Committee is tasked with coordinating a united Federal approach to mitigating heat-health risks, bringing together representatives from numerous agencies including the Departments of Commerce, Health and Human Services, Interior, EPA, and FEMA. This Committee will develop a 5-year strategic plan to improve interagency coordination, enhance data collection and management, foster research, and identify financing mechanisms for heat planning and preparedness. It will also coordinate communication, service delivery, and workforce development across federal agencies. The NIHHIS aims to reduce heat-related impacts by improving the delivery of crucial data, information, forecasts, and warnings related to extreme heat. It will also support the development of science-based solutions and tools to enhance decision support services for human life, property, and the economy. Furthermore, the system mandates that its associated data and metadata be fully and openly available, managed and stewarded by NOAA's National Centers for Environmental Information. To support these initiatives, the bill authorizes an appropriation of $5,000,000 for each of fiscal years 2025 through 2029 to NOAA, covering the administrative costs and operational expenses of both the Interagency Committee and the National Integrated Heat Health Information System.
