This bill, titled the "Improving Veterans' Experience Act of 2025," seeks to establish the Office of Veterans Experience (OVE) within the Department of Veterans Affairs (VA). The OVE will operate under the Office of the Secretary and be led by a Chief Veterans Experience Officer, who will report directly to the Secretary and be responsible for carrying out the office's functions. The primary goal of the OVE is to improve veteran and beneficiary satisfaction with and usage of benefits and services provided by the VA. The OVE's functions include setting the strategy, framework, and policy for customer experience across the VA, ensuring coordination and avoiding duplication of efforts. It will collect veteran-derived data to assess satisfaction and usage, which will inform policymaking, and provide strategic guidance to VA entities on engaging with veterans. The office is also tasked with assessing and advising the Secretary on the accuracy of VA's customer-facing information and the status of its customer service efforts. The Chief Veterans Experience Officer must submit annual summaries of collected data to the Secretary, who will then provide an annual summary and analysis to Congress, including data disaggregated by benefit and demographic information. This report will also detail reasons for non-usage of benefits and how those issues might be addressed. The bill includes a sunset clause, terminating the OVE's requirements and authorities on September 30, 2028, and mandates a Comptroller General review of the office's effectiveness and the VA's customer service improvement efforts within 540 days of enactment.
