This bill amends the Food Security Act of 1985 to establish a new feral swine eradication and control program , aiming to mitigate the significant threats these animals pose to agriculture, native ecosystems, and human and animal health. The Secretary of Agriculture is tasked with studying the nature and extent of damage caused by feral swine, developing methods for their eradication or control, and devising strategies to restore damaged areas. Additionally, the program will provide financial assistance to agricultural producers in threatened areas. The Secretary may offer financial aid to producers for implementing methods to eradicate or control feral swine and restore damage. The program mandates coordination between the Natural Resources Conservation Service and the Animal and Plant Health Inspection Service through State technical committees. Furthermore, it requires contracts with eligible land-grant colleges or universities to provide educational support, conduct research on novel control methods, and assist with eradication efforts. The Federal share of costs for program activities may not exceed 75 percent, with non-Federal contributions allowed as in-kind materials or services. The bill allocates $150,000,000 for the period of fiscal years 2026 through 2030, distributing 40 percent to the Natural Resources Conservation Service and 60 percent to the Animal and Plant Health Inspection Service, while limiting administrative expenses to 10 percent. This legislation also repeals Section 2408 of the Agriculture Improvement Act of 2018, which previously addressed feral swine eradication.
