The Train Furtherance of Outstanding Onboard Dining Act, or Train FOOD Act, establishes new requirements for Amtrak concerning its food and beverage services. It mandates that Amtrak create an Implementation Advisory Committee within one year, comprising representatives from Amtrak, labor organizations, passenger groups, and state-supported route funders, to internally review the implementation of recommendations from the Amtrak Food and Beverage Working Group. Amtrak is also required to submit an Annual Implementation Status Report to Congress and make it publicly accessible. These reports, due annually until all recommendations are implemented or deemed impractical, must detail progress, identify completed items, and provide justifications for any recommendations not implemented, including estimated costs if funding is an issue. They must also describe changes to food and beverage service and include comments from the advisory committee, with the Comptroller General of the United States further tasked to submit an independent report to Congress within two years, assessing Amtrak's overall progress.
