"Bruce's Law" strengthens youth prevention and recovery programs with an emphasis on fentanyl education, establishing a Federal Interagency Work Group on Fentanyl Contamination of Illegal Drugs . Additionally, the bill requires guidance on at-home drug disposal systems and an FDA report on assessing opioid analgesic drugs and facilitating non-addictive pain treatments. For treatment, the Act reauthorizes and increases funding for residential programs for pregnant and postpartum women, and aims to improve access to addiction medicine providers. Mental and behavioral health education and training grants are continued, and the loan repayment program for the substance use disorder treatment workforce receives increased funding. The Task Force on Best Practices for Trauma-Informed Identification, Referral, and Support is extended, and a review of State use of Community Mental Health Services Block Grant funds for first episode psychosis is mandated. HHS is also directed to review the scheduling of buprenorphine/naloxone products and ensure grant programs refer to all approved opioid overdose reversal agents, while a public roundtable will explore how health information technology can improve mental health and substance use care outcomes. In recovery, the legislation reauthorizes and increases funding for "Building Communities of Recovery" and the "Peer Support Technical Assistance Center," allowing for regional centers. The CAREER Act is reauthorized with increased funding for grants addressing the economic and workforce impacts of the opioid crisis, including support for transportation services. It also extends the Recovery Housing Pilot Program and requires a public meeting to improve awareness and access to SAMHSA funding opportunities, alongside miscellaneous provisions for controlled substance delivery and prescriber training.
