This bill proposes the establishment of the Commission on National Agricultural Statistics Service Modernization , an 11-member body tasked with conducting a comprehensive study of the National Agricultural Statistics Service (NASS). The primary goal of this Commission is to provide recommendations for modernizing and streamlining NASS's data collection and reporting processes. The Commission's study will focus on several key areas to improve agricultural statistics. These include enhancing the quality of reported statistics , accounting for national, regional, and local production differences, and accelerating the adoption of innovative technologies to reduce survey burdens. Furthermore, it aims to improve producer response rates, reduce survey fatigue, and increase transparency and confidence in statistical reports through better collaboration with agricultural stakeholders. Other critical aspects of the study involve utilizing more real-time statistical and environmental data to complement existing survey-based information and improving the timely collection and generation of data for the specialty crop industry . The Commission is also required to assess how these modernization efforts can be implemented and estimate their associated costs. The Commission will consist of 11 members, including key officials from the Department of Agriculture and the Bureau of Labor Statistics, along with six members appointed by the House and Senate Agriculture Committees. All appointments are to be made within 60 days of the bill's enactment, with the Commission holding its initial meeting shortly thereafter. Within two years of enactment, the Commission must submit a report to the President and Congress, detailing its study results, an inventory of NASS surveys, and recommendations for administrative, regulatory, and legislative changes. The Commission is authorized to engage stakeholders, gather information from federal agencies, and will terminate on September 30, 2030, with $1,000,000 authorized for its funding in fiscal year 2026.
