This legislation reauthorizes the National Landslide Preparedness Act through fiscal year 2030, significantly increasing annual funding for the United States Geological Survey's landslide preparedness efforts to $35,000,000. Of this amount, at least $10,000,000 is specifically allocated for the purchase, deployment, and repair of landslide early warning systems in high-risk areas. This reauthorization aims to strengthen national capabilities in understanding, predicting, and responding to landslide hazards. A key focus of the bill is the explicit integration of risks associated with atmospheric rivers and extreme precipitation events into landslide preparedness. It amends both the Flood Level Observation, Operations, and Decision Support Act and the National Landslide Preparedness Act to define these terms and require their consideration in national strategies, hazard databases, and emergency response activities. This ensures that the national landslide program addresses precipitation-induced landslide risks more comprehensively. The bill also broadens stakeholder engagement, including Native Hawaiian organizations , Tribal organizations , and institutions of higher education in various program activities, grant eligibility, and advisory roles. It mandates the establishment of regional partnerships, beginning with Alaska, to coordinate long-term landslide research and monitoring. Furthermore, the legislation updates the 3D Elevation Program and adds the Administrator of the National Aeronautics and Space Administration to the Interagency Coordinating Committee on Landslide Hazards, enhancing interagency collaboration and data utilization.
