This legislation, titled the "Saving NASA's Workforce Act," establishes a significant protection for employees of the National Aeronautics and Space Administration. It institutes a comprehensive moratorium on reductions in force (RIFs) and involuntary separations of various employee categories at NASA. Under this bill, NASA is prohibited from initiating or implementing any RIF, or from conducting involuntary separations of employees in the competitive service, career employees in the excepted service, or career appointees in the Senior Executive Service. This moratorium will remain in effect until full-year appropriations for fiscal year 2026 for NASA have been enacted into law. The only exception to this prohibition is for involuntary separations conducted for cause , specifically due to charges of misconduct, delinquency, or inefficiency.
